CSIC, in keeping with its principal mandate of consumer protection, has produced a series of informational public service announcements that will be broadcast on television across Canada and further disseminated internationally through popular video sharing websites.&lt;br /&gt;&lt;br /&gt;CSIC's first public service announcement regarding the threat of "Ghost Agents" is now online at www.csic-scci.ca.&lt;br /&gt;&lt;br /&gt;The video (by CSIC) is available in several other important languages, including French, Chinese, Urdu, Punjabi, and Spanish. If you mention this as the reason for entering Canada, the officer at the port of entry may not be satisfied that your stay in Canada is of a temporary nature and you could be refused entry into the country. How, then, is it possible to be allowed into Canada for your wedding ceremony? Following are some helpful tips that can increase your chances of being allowed into Canada and get married. &lt;br /&gt;&lt;br /&gt;1) Show strong ties to your home country: Any person who wants to get a visitor visa to Canada must provide evidence that they have strong ties to return to their home country. You have to do the same. You should bring with you enough documents to show officers at the point-of-entry that you have to leave Canada. These include a letter from work stating you need to return, proof of a house/apartment where you live, and financial information. Carry phone numbers of persons who can verify your information (most importantly, your employer). Try and travel on a day when they would be able to answer the phone. Officers at the point-of-entry may ask you why you are getting married in Canada and not where you live or somewhere else.&lt;br /&gt;2) The shorter, the better: If your plan was to come to Canada, get married, and spend 3 months in the country, chances are that officers at the point-of-entry will be suspicious with your intent as a visitor. On the other hand, you can help your case by showing you will get married and leave within a week or two.&lt;br /&gt;3) Avoid the U-Haul: If you are entering Canada as a visitor it is not advisable to bring all your belongings when you come in. Only bring what you would need for the visit.&lt;br /&gt;4) Don’t pretend you don’t know about the sponsorship: Chances are that if you are getting married to a Canadian citizen, you know something about the sponsorship process. It is best to be proactive and acknowledge the fact. Just make sure you say that you are just coming for the ceremony and, along with your documents, show that you need to return to your home country. &lt;br /&gt;5) You don’t need a six-month stay: Normally, a visitor to Canada is allowed a six-month stay in the country. If you just want to get married, you have to be willing to accept a shorter stay in the country. &lt;br /&gt;&lt;br /&gt;The most important thing to keep in mind is that the officer at the point-of-entry can have concerns about the purpose of your trip. Canadian visits foreign country, Canadian falls in love.  Cuba, Vietnam, Russia - the destination doesn’t matter.  Every day, thousands of Canadians are on vacation.  Many of them will find what they believe to be their soul mate; that man or woman to share the rest of their life with.  For many, the dream is true.  For the rest, their highest hopes will turn into their worst nightmares. &lt;br /&gt;&lt;br /&gt;In our office, the story has become all too common to cause anymore shock.  Tales of theft, alleged assaults and threats are common.  Two months ago, a client who brought their Cuban spouse to Canada returned after work to their home only find thousands of dollars missing and the spouse no where to be found.  After reporting the theft and filing a missing persons report, he was told charges were being levelled against him.  The allegation?  The client threatened his wife with death. &lt;br /&gt;&lt;br /&gt;Who is telling the truth is irrelevant.  One way or the other, each spouse has found themselves in a difficult situation that could have been avoided.  Both spouses are responsible for protecting their own interests. &lt;br /&gt;&lt;br /&gt;Individuals interested in marriage and spousal sponsorship  must be aware of the potential consequences of entrusting their well-being with another. &lt;br /&gt;Foreign marraiges are particularly vulnerable to abuse because of the legal undertaking the sponsoring partner makes, and the dependance of the sponsored partner on their spouse.&lt;br /&gt;&lt;br /&gt;If you are considering a foreign marriage, both partners should:&lt;br /&gt;&lt;br /&gt;1. Have spent a good amount of time with their partner and be aware of warning signs of abuse or deceit&lt;br /&gt;2. Ensure that they (individually) have enough money to support themselves&lt;br /&gt;3.  Sign a prenuptial agreement&lt;br /&gt;4.  Keep records of the marriage and sponsorship&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Warning signs include:&lt;br /&gt;&lt;br /&gt;1.  A significant age gap.  Though not always indicative of future abuse, a significant age gap between oneself and ones partner &lt;span style="font-style: italic;"&gt;may&lt;/span&gt; be a warning sign of trouble. &lt;br /&gt;2.  The sponsored partner puts significant pressure on the sposoring partner to complete the process as quickly as possible.  Again, though not always indicative of future abuse, the sponsoring partner is encouraged to objectively analyze the situation.&lt;br /&gt;3.  Unwillingness to commit to long term plans, such as children or purchasing a house. &lt;br /&gt;4.  Meeting online.  Always spend a good amount of time with individuals who you meet online.  While one may like to believe that interest is genuine (and it might well be) the cost of either sponsoring someone or being sponsored by someone with ill intent could be devastating.&lt;br /&gt;5.  Quick temper.  Spouses who have not spent a great deal of time (such as dating, living together before marriage, etc.) with eachother can be vulnerable to abuse.  If your partner is quick to anger, be aware of the potential consequences.&lt;br /&gt;6.  Willingness to get married very quickly&lt;br /&gt;7.  Desire to have shared assets&lt;br /&gt;&lt;br /&gt;Not all foreign marriages are fradulent.  Likewise, not all fraudlent marriages are preventable. Hector) living in the United States told me that his brother was rejected for a US non-immigrant visitor visa.  The brother owns a house in his home country, has a permanent job, bank accounts and other evidence of his intent to return home on completion of the visit.  Despite providing documentation to establish the validity of his US Visa application, he was rejected. &lt;br /&gt;&lt;br /&gt;If I had know that Hector was inviting his brother for a visit to the States, I would have given him an extra piece of advice:  write him a letter of invitation.  The problem with his application was the lack of resources his brother would have in the US.  While he may own a home and have a permanent job in his country, neither of these things provided him with enough money to cover all of his expenses in the US.  Without a letter proving that his expenses would be covered, the brother was rejected.  A simple mistake and the plans fell through.&lt;br /&gt;&lt;br /&gt;What people seem to fail to understand most about any aspect of immigration, whether it be visiting, business or immigrating to a foreign country, is that governments are all too fond of cold, hard proof.  You may break down crying, you may beg, plead and barter but no amount of that will help you obtain the authorization you need if you can't prove your case.  Its better to be truthful, short in your answers and let your documentation speak for itself - and keep in mind that everything takes time.  Government moves very slowly.&lt;br /&gt;&lt;br /&gt;Had Hector taken all of this into account, his brother would be with him now instead of having wasted the US Visa application fee only to be turned down. Like a calling card from a cat burglar, it was perfectly positioned at the bottom of my bag just waiting for me to discover it.  Each article of clothing had been removed, searched and re-folded exactly as it had been packed; not a sock was laid astray.  The mathematical way in which my bag had been searched astounded me.  When one thinks "US Border Services" one does not imagine enforcement agents in kidd-leather gloves.  What usually comes to mind are the pointed questions of agents at the border, car and bus searches, scrutinizing glances and walking barefoot back and forth through metal detectors.  In this day in age, one can never be too careful dealing with government security officials lest your family trip be cut short by  rejection or delays.&lt;br /&gt;&lt;br /&gt;What is happening at the border? &lt;br /&gt;&lt;br /&gt;Some might call it paranoia, others, prudence.  Regardless of what you call it, the way in which we travel has changed and will continue to change.   Even now, scientists are developing software that will "read" the way you walk or examine your facial expressions, technologies that will try to predict whether or not a crime is about to be committed.  No longer are citizens of any country considered honest and law-abiding individuals until proven otherwise.  The "good old days" of immigration and travel are long gone.  It is now our job to convince others of our safety and credibility, whether or not one visits the United States or any other country in the world. &lt;br /&gt;&lt;br /&gt;A great example of this new security culture at the border happened to me two years ago.  In Spring of 2006, I traveled the US on a bus.  At the border, every passenger is required to take their bags off the bus and go through a security screening.  While this happens, agents board the bus to search for contraband or other evidence.  Passengers often put their bags through screening machines, empty their contents or are searched by a drug dog.  At the same time, one is questioned, "Where are you going? Who will you see there?  What is the purpose of your visit?  When are you returning?  Are you bringing any prohibited items across the border?"  The list goes on and on.  At this particular border crossing, two gentlemen ahead of me were growing tired of the search.  In their frustration, one made a joke. &lt;br /&gt;&lt;br /&gt;"Are you bringing any prohibited items across the border?"&lt;br /&gt;"Yeah, I've got a hunk of mad-cow meat in my bag."&lt;br /&gt;&lt;br /&gt;As our bus pulled away, leaving them behind, their bags were in the process of being meticulously searched.  Presumably, the border agents continued their questioning.  Government does not have a sense of humour.  Where other persons might ignore the joke as a tired traveler blowing off some steam, US Border Agents will not. &lt;br /&gt;&lt;br /&gt;From personal experience, here are some tips to avoid costly rejection or delay at the border:&lt;br /&gt;&lt;br /&gt;&lt;ul&gt;&lt;li&gt;No matter how much your relatives or friends south of the border might enjoy that smoked ham you got for the holidays, &lt;span style="font-style: italic;"&gt;don't bring it&lt;/span&gt;.  Once while driving through the Border, I saw a large ham being confiscated.  Keep in mind: &lt;span style="font-weight: bold;"&gt;Almost all types of meat are prohibited items&lt;/span&gt;&lt;/li&gt;&lt;li&gt;&lt;span style="font-weight: bold;"&gt;&lt;span style="font-weight: bold;"&gt;Do not make jokes.  &lt;/span&gt;&lt;/span&gt;If you're tempted, remember the last time one of your "best" jokes fell flat.  Then imagine missing your plane / train / bus or being late for your vacation or business meeting.  &lt;span style="font-weight: bold;"&gt;The government has no sense of humour or sarcasm.  &lt;/span&gt;&lt;/li&gt;&lt;li&gt;Answer questions &lt;span style="font-style: italic;"&gt;simply&lt;/span&gt;, without getting into detail.  There are not only a lot of people waiting to get through the border, but long answers sound suspicious.&lt;/li&gt;&lt;li&gt;Have all your documents at the ready.&lt;/li&gt;&lt;li&gt;Do not drink excessively or take drugs that may inhibit your ability to answer questions. &lt;br /&gt;&lt;/li&gt;&lt;li&gt;Be polite even if you think the Agent you are dealing with is being rude or unfair.&lt;br /&gt;&lt;/li&gt;&lt;li&gt;Be realistic about how much money you spent on your vacation or business trip.  If you are bringing back hundreds or thousands of dollars in goods, lying about it could net you a serious fine or worse&lt;br /&gt;&lt;/li&gt;&lt;li&gt;Bring an appropriate amount of money with you, pre-plan where you will stay and have that address with you.  Know when you will be leaving.&lt;/li&gt;&lt;li&gt;Carry the number of an Immigration legal firm with you to get advice in case you run into trouble at the border. &lt;br /&gt;&lt;/li&gt;&lt;/ul&gt;&lt;br /&gt;&lt;span style="font-family: arial;"&gt;&lt;/span&gt;&lt;div class="blogger-post-footer"&gt;&lt;img width='1' height='1' Just less than half the national population lives in the metropolitan areas in and around Vancouver, Montreal and Ontario's Golden Horseshoe.(Chuck Stoody/Canadian Press)&lt;br /&gt;Canada's population stands at 31,612,897, with a growth rate of 5.4 per cent during that five-year period.&lt;br /&gt;That's up from the four per cent growth rate in the previous census period between 1996 and 2001.&lt;br /&gt;Roughly 1.2 million new immigrants made up the bulk of the population growth outlined in the latest census, while the country's native-born population increased by 400,000.&lt;br /&gt;&lt;br /&gt;"Our natural growth rate is lower [than] in the U.S. for example. Sixty per cent of their growth rate came from natural growth," said Anil Arora, the director general of Statistics Canada's census branch.&lt;br /&gt;&lt;br /&gt;The fertility rate for Canadian women between 15 and 49 remained an average of 1.5 children, the same rate as in the previous census period. The fertility rate in the U.S. is 2.0.&lt;br /&gt;&lt;br /&gt;An average 240,000 newcomers per year more than compensated for Canada's flat fertility rate.&lt;br /&gt;&lt;br /&gt;Immigration could become the only source for population growth by 2030, when the peak of the baby boomers born in the 1950s and early '60s reach the end of their lifespans.&lt;br /&gt;&lt;br /&gt;Half of the new immigrants who came to Canada during the latest census period settled in Ontario.&lt;br /&gt;&lt;br /&gt;Other highlights include:&lt;br /&gt;&lt;br /&gt;Canada had a higher rate of population growth (5.4 per cent) than any other G8 country between 2001 and 2006. The population growth of the United States was second at five per cent.&lt;br /&gt;Between 2001 and 2006, the vast majority of Canada's population growth took place in metropolitan areas.&lt;br /&gt;Alberta and Ontario were responsible for two-thirds of Canada's population increase. Nearly all of the remaining third occurred in British Columbia and Quebec.&lt;br /&gt;The rural population increased by one per cent since 2001. The population of the Northwest Territories increased 11.0 per cent, but Statistics Canada cautioned that the actual growth rate may not be that high. In the following scenario, the officer reviewing Joan's file is asking for her passport to verify whether he has been visiting his spouse who is abroad.&lt;/span&gt;&lt;/strong&gt;&lt;br /&gt;&lt;strong style="color: rgb(0, 0, 0);"&gt;&lt;span style="color: rgb(255, 255, 204);"&gt;&lt;/span&gt;&lt;/strong&gt;&lt;br /&gt;&lt;strong style="color: rgb(0, 0, 0);"&gt;&lt;span style="color: rgb(255, 255, 204);"&gt;Since the applicant was previously married, the officer is also requesting a copy of the death certificate. In this way, the officer can proceed with the file. If Joan lied on his application and he is still married to his wife who in reality is still alive and well, he MUST provide a divorce judgement. In reality, the officer is trying to determine if Joan is still married to his ex-wife. We never were ever wedded. We never had the chance to get a blessing from a priest, nor did we ever have any children. That means, at my age (Forty aomething), I have been in several relationships but have never been really married to any one of them.&lt;br /&gt;&lt;br /&gt;Secondly, in my country, my mom will vehemently disagree to me marrying a woman from the tribe I want to marry if they get to know about the mere friendships I have had with those of the opposite sex before my real marriage. Of course civilization and the changing times permits anyone to make sure of the woman they want to marry in future. So there was no need for me to inform anyone about my previous elationships. After all none of them were registered. Now, my real marriage was of a proxy type and that is how I filled the forms.&lt;br /&gt;&lt;br /&gt;When I submitted the application, little did I know that immigration would call one of my previous fiancées for questioning? Well that is what they did. So my application is on the verge of collapsing. I want the problem of credentials to be solved," Mr. Dion said, noting many immigrants arrive with engineering backgrounds, but end up working menial jobs.&lt;br /&gt;&lt;br /&gt;"There are a lot of things we can do," Mr. Dion said, suggesting the government needs to put more effort into making newcomers aware of available jobs.&lt;br /&gt;Mr. Dion also mentioned how important environmental initiatives are to him, adding that if the economy and environment are linked, solutions will be found to the world's problems.&lt;br /&gt;&lt;br /&gt;"We need to improve our quality of life. We cannot miss the new industrial revolution. We need to produce more with less waste and more recycling," Mr. Dion said.&lt;br /&gt;&lt;br /&gt;On human rights issues in China, Mr. Dion said it must be addressed and stressed how proud he was of former Prime Minister Jean Chretien when he spoke about human rights at a University in Beijing in 1998 and criticized Prime Minister Stephen Harper's approach to the issue.&lt;br /&gt;&lt;br /&gt;"The way Mr. Harper is behaving is amateur.
